Summary:
Establishes a commission to issue a request for proposals to provide pre-kindergarten education services to four year olds in New Hampshire by creating a "pay for success partnership." According to this bill, "This partnership will be between providers of pre-kindergarten education services, investors, independent evaluators of the effectiveness of the education services, and payers who agree to repay the investors if the pre-kindergarten education services result in improved third grade reading performance or reduced need for special education remediation services, or both."
