Bill would expand tax credit scholarships

Rep. Carol McGuire is sponsoring a 2017 bill to expand the program that gives businesses a tax credit for donating to a scholarship fund.

Right now the scholarship fund can be used for tuition at private and parochial schools.  Homeschooled students can also receive funding.

McGuire’s bill, HB 386, would allow scholarships for college, tutoring, and distance education. 

The bill also extends the deadline for making donations and distributing scholarships, which will allow for more donations.

Opponents of the so-called “Education Tax Credit Program” argue that it diverts tax revenue from public schools, which weakens the public school system overall.

Supporters of McGuire’s bill may point to New Hampshire’s high in-state college tuition as a reason to support expanding the scholarship program to college students.

Rep. Timothy Horrigan and Rep. Mel Myler are sponsoring alternative bills, HB 297 and HB 129, which would repeal the Education Tax Credit Program.
